# Stripe: sales outside the Spanish VAT territory follow the product's tax code, and stop when in doubt

Whether a charge is goods or services now comes from the Stripe product's tax code; unclear cases stop with a retryable `TAX_TREATMENT_NEEDS_DATA` instead of being issued.

Oct 23, 2026 · Breaking

Charges to buyers in the Canary Islands, Ceuta, Melilla or outside the EU no longer get a not-subject invoice from the country alone. Goods or services is read from the tax code of the Stripe product, or from your account's default tax code.

## What else changed

- **Services to a business outside the EU:** standard invoice, not subject by place of supply. **Services to a consumer outside the EU:** the charge stops.
- **Goods to the Canary Islands, Ceuta, Melilla or outside the EU:** exempt export, only with a physical shipping address in that same territory. Without one, the charge stops.
- **Electronic services to a business in the Canary Islands, Ceuta or Melilla** with 0 % from Stripe: standard invoice, not subject.
- **What stops:** no tax code, an ambiguous one, goods and services mixed, a customer country different from the charge's, and similar doubts. `failure_reason` is `TAX_TREATMENT_NEEDS_DATA`: fix the data in Stripe and retry. What BeeL. cannot reflect keeps `UNSUPPORTED_STRIPE_TAX_TREATMENT`.
