Province is only required for addresses in Spain
province is no longer required on an Address outside Spain: a foreign customer or inline recipient without one is accepted. A Spanish address without it still answers 422 PROVINCE_EMPTY.
Many foreign addresses have no province, yet a customer or an inline recipient in France or the United States without province was rejected with 422 VALIDATION_ERROR.
province is now required only when the address is in Spain (country_code ES, or no country). Outside Spain it is optional, and a response carries it only when it was sent.

With VeriFactu, exchanging simplified invoices now issues the full invoice and records it as `F3`. `SIMPLIFIED_EXCHANGE_NOT_RECORDABLE` now only means a simplified invoice issued without VeriFactu.
