When it happens
The request uses a live API key, but the account does not have live mode available yet.
How to fix it
Activate live mode for the account, or keep using a test key until then.
Retry
Not as is: the same request fails the same way. Fix the cause described above, then send the request again, under a new Idempotency-Key if the body changed.
