When it happens
The account already has 10 active webhook subscriptions, and the request would add an eleventh: creating one, or turning a paused one back on.
How to fix it
Turn off or delete a subscription you no longer need, then retry.

Not as is: the same request fails the same way. Fix the cause described above, then send the request again, under a new Idempotency-Key if the body changed.
